CELSI researchers contributed to the ELA study on undeclared work in public procurement contracts

The ELA’s study evaluating policy responses to prevent undeclared work in public procurement contracts was co-authored by CELSI Managing Director Marta Kahancová and Junior Researcher Simona Brunnerová.
While public procurement aims to achieve the best value for money, this objective may inadvertently increase the risk of unscrupulous contractors lowering labour costs through undeclared work.
Building on previous policy measures, the European Labour Authority (ELA) decided to focus more on the purchasers of undeclared work in public procurement contracts. This initiative emphasizes expanding empirical evidence to assess the prevalence of this phenomenon.
The result of this effort is evident in the study evaluating policy responses to prevent undeclared work in public procurement contracts, co-authored by CELSI Managing Director Marta Kahancová and Junior Researcher Simona Brunnerová.
The study was financed by and prepared for the European Labour Authority. In addition to CELSI researchers, this task was carried out by Alexander Gerganov, Tihomira Kostova, Daniela Mineva, Ruslan Stefanov, Maria Yordanova, and Vitosha Research EOOD (Center for the Study of Democracy Group), in collaboration with ICF.
