New study maps how collective agreements in Europe address AI and algorithmic management
Published on Oct. 19, 2026 in Research and policy reports
Our new study published by FES Future of Work in cooperation with UNI Europa, looks at collective bargaining as one way to close the gap between fast spreading technology and regulation.
Who sets the rules when algorithms help manage people at work?
Around 80% of managers in Europe already use algorithmic management tools. These tools can help companies organise work and raise productivity.
They also raise concerns, from stress caused by constant monitoring and reduced autonomy to questions of privacy, fairness and workers’ collective rights. The technology is spreading faster than regulation, and the EU AI Act addresses only part of these risks.
Our new study “Artificial Intelligence, Algorithmic Management and Collective Bargaining in European Services: Fast track or slow lane?”, published by FES Future of Work in cooperation with UNI Europa, looks at collective bargaining as one way to close this gap.
It asks whether more unions are securing agreements on AI, which issues these agreements cover and where the main gaps remain.
The study also points to an opportunity. Evidence suggests that consulting workers, managers and works councils while AI tools are being designed can improve job quality without a loss in productivity.
