New publication: Public procurement and collective bargaining: a new opportunity?

CELSI Managing Director Marta Kahancová and CELSI researcher Simona Brunnerová published an article in Transfer: European Review of Labour and Research on public procurement as an opportunity for collective bargaining.
The article “Creating public value in hostile conditions: public procurement as an opportunity for collective bargaining in Poland and Slovakia” (2025), co-authored with Jan Czarzasty, explores how socially responsible public procurement can help strengthen collective bargaining even under difficult conditions.
Drawing on case studies from Poland and Slovakia, the authors examine how procurement practices interact with collective bargaining structures.
Their analysis highlights that while public procurement can support bargaining and create public value in some cases, in other contexts it may constrain bargaining outcomes.
