The Ministry of Finance plans to cut €1.3 billion in state expenditures, including through abolishing or merging offices. The question is how to do this without undermining the quality of services or the functioning of state institutions.
“It would be desirable to create unified and information-integrated first-contact points, where businesses and citizens could resolve their agendas in one place. So that the citizen is not forced to act as a postman between agencies, as is the case when one agency requests data or confirmation from another through the citizen,” suggests Martin Kahanec, director of the Central European Labour Studies Institute (CELSI), in his statement for Pravda.
Kahanec stresses that instead of chaotic across-the-board cuts, what is needed are process audits and smart solutions that boost efficiency without undermining service quality or the independence of regulators.
