WUNDERWORK: Workers’ Un(der)declared Employment in Europe

New Horizon Europe project WUNDERWORK launched with stakeholder discussion on different forms of employment and their impact on workers' social protection

At the official launch of our new Horizon Europe project WUNDERWORK, which focuses on undeclared and under-declared work, we brought together employers, trade union representatives, policymakers, and researchers from across Europe on 22 September 2026.

Beyond introducing the project's goals and structure, the real value of the event lay in the parallel breakout discussions.

Individual stakeholder groups shared their experiences with (under)declared work in practice, from envelope wages and bogus self-employment, through work for digital platforms, to the unclear space between fully declared and fully undeclared work.

CELSI Managing Director Marta Kahancová led one of the discussion groups with researchers from institutions across Europe, comparing how workers and employers navigate under-declared forms of work across different sectors and legal environments.

It was a truly inspiring exchange of views on the many forms and aspects of this issue, and we thank all participants for it.

WUNDERWORK is a new four-year research project funded by the Horizon Europe programme, focusing on four sectors, construction, hospitality, IT consulting, and care, across seven EU countries. The project is coordinated by Utrecht University.

The consortium of university research teams from the Netherlands, Estonia, Finland, Romania, Slovakia, Spain, and Portugal is complemented by a wide network of associated partners: leading social dialogue organisations from all of these countries.

Among the project's Slovak partners are Comenius University in Bratislava, KOZ SR, the Slovak Engineering Industry Association, and the Ministry of Labour, Social Affairs and Family of the Slovak Republic.
