WUNDERWORK: Workers’ Un(der)declared Employment in Europe
We introduce our new Horizon research project WUNDERWORK: Tackling Undeclared Work in Europe

Undeclared and underdeclared work - envelope wages, bogus self-employment, unregistered platform labour - harm workers, undermine welfare systems, and distort fair competition.
We are excited to officially launch and introduce WUNDERWORK, Workers' Un(der)declared Employment in Europe, our new four-year Horizon Europe project, which focuses on undeclared employment in Europe.
Across seven EU countries and four sectors (construction, hospitality, IT consulting, and care), WUNDERWORK brings together researchers, social partners, policymakers, and enforcement authorities to co-create interventions that genuinely reduce undeclared forms of work and protect the workers most at risk.
CELSI leads two key work packages in the project. The team is headed by CELSI Managing Director Marta Kahancová and includes researchers Kristína Gotthardová, Tomáš Šarközi, and Daryn Zholdasbay.
The project is coordinated by Utrecht University in collaboration with its partners: WageIndicator Foundation (the Netherlands), University of Tartu (Estonia), University of Helsinki (Finland), Bucharest University of Economic Studies (Romania), Comenius University in Bratislava (Slovakia), University of Valencia (Spain), and University of Porto (Portugal).
The consortium is complemented by a wide network of associated partners, including leading social dialogue organisations from across the region.
From Slovakia, the associated partners include KOZ SR, Zväz strojárskeho priemyslu SR, and the Ministry of Labour, Social Affairs and Family of the Slovak Republic.
We look forward to four years of rigorous research, close collaboration, and meaningful impact for workers and labour markets across Europe.
